Certainly, chlorine is a hazardous material.

Nitrogen is a hazardous material because if enough of it is released in a confined space it can displace the oxygen and anyone in the space would collapse and perhaps dies from lack of oxygen. That makes it an asphyxiant. It is also hazardous because it is transported in compressed form and can produce an explosion if not handled or packaged properly.
