One Answer:

According to the Holy Bible, NO.

Christians are NOT under obligation to pay ANY tithes. The paying of tithes was a command under the Mosaic Law to the nation of Israel, for the support of the Levites. Under the Mosaic Law, the Levites, (or the tribe of Levi), had no land allotment in the Promised Land Israel (Numbers 18:20) , because the descendants of Levi were to serve as priests and temple workers, scattered among 48 cities, for the benefit of the remaining 11 tribes of Israel who supported them by tithing, a tenth of what they grew - agricultural products and of the flocks and the herds, with other words - FOOD, (Numbers 18:20-29, Deuteronomy 14:22-27, 2 Chronicles 31:4-8, Nehemiah 10:38-39).

When Jesus Christ died on the cross of Golotha having fulfilled the Mosaic Law, it was abolished (Ephesians 2:15, Colossians 2:13-14) and Christians were no longer 'under law' (Romans 6:14).

New Testsment Giving is to give 'what they could and deside themself' 'from the heart' 'cheerfully' 'not by pressure' 'by love' (2 Corinthians 9:7) both financially and physically (Matthew 28:19-20), to the support of the Christian congregation and it's work of preaching the Good News of the Lord and God Jesus Christ unto salvation by faith in Him (Rom 1:16, John 20:27-29, Rom 10:9, 2 Corinthians 8:12, Matthew 24:14). There was to be no 'paid clergy', so no need to tithe in support of it (Acts 18:3, 1 Thessalonians 2:9).

"Let each man give according as he has determined (deside) in his heart; not grudgingly (by pressure or emotional manipulation) or under compulsion; for God loves a cheerful giver." (2 Cor 9:7)

"Bring the whole tithe into the storehouse that there may be FOOD (agricultural products and of the flock and the herd) in my house. Test me in this, says Yahweh Almighty, if I will not open you the windows of heaven, and pour you out a blessing, that there shall not be room enough to receive it." (Malachi 3:10)

Why do Mormons believe the Bible promise of paying tithes with the promise of blessings so great so as to not have room enough to receive it making it totally useless?

Mormons, like many other religions, believe that, ultimately, everything belongs to God. Tithing is a way to show gratitude and acknowledgment that He is the provider. The phrase, "have no room to receive it" refers to how the reward for paying tithes is so great, that the receiver will be overwhelmed with blessings.

Where in the NT did the apostles urge the people to pay tithes?

In the New Testament we are told of Abraham paying tithes to Melchisedec and we are also told that his descendants indirectly paid the tithes. The apostles did not urge people to do so. Tithes were paid so that the Levites could be sustained as they were no entitled to any piece of land but daily ministration in the temple. But the New testament has no Levite per say and the bible makes reference to an end of Aaron's priesthood giving way to the priesthood of Jesus Christ and many laws (including of tithes) were done away with Read Hebrews chapter 7 verse 12 (as well as chapters 6 up to 10)
