There are many factors that affect the cost of making paper but the most powerful are economical. One thing to remember is that there are tax subsidies to companies that cut down trees from the department or agriculture but not to companies that recycle. Another factor is the type of paper you are making. Writing paper needs to be whitier which is harder to achieve with recycled paper while that is not important when making newsprint.

The biggest factor is the law of supply and demand. Recycled paper is a commodity that goes up and down. When supply is tight, the price goes up and it is cheaper to use virgin pulp. However, when supply is abundant then it is cheaper to use recycled paper.

Plastic is much cheaper than plastic to produce. Because of this, it is preferred by grocery stores. However, paper is biodegradable and plastic is not.

Depending on the location, paper can be cheaper than plastic. In the United States, paper is cheaper as there is a larger supply of it than plastic.
