I would say that whole wheat pasta contains flour because basically almost every food contains flour so I would say yes.

Whole wheat pasta is made from flour which is ground from whole wheat grains, that is, including the outer (bran) layer.

Pastais a grain. It's from wheat plants. Pasta is what you get after mixing the wheat with flour and everything else, and then molding it into whatever shape.
