Yes Pen is a tool in Photoshop and is located in Toolbox at left side of screen.
It depends on how you use it.
pen tool creates straight lines from first point you clicked to second, then you can modify it, freeform pen tool you use as pencil in school
Pen Tool connects anchor points with straight line which can be changed to curve (you are inserting anchor points with pen tool which are start and end of line) and freeform pen tool can produce any shape of line, also adding anchor points.
In Toolbox on left side of screen, above Type Tool. You can activate Pen Tool by pressing letter P on keyboard (or Shift + P).
