When the engine stalls you lose the power assist.
If a car engine stalls when turning, there could be a problem with the power steering pump. There could also be an issue with an emissions control device.
You will still be able to steer the vehicle, but it's going to take lots of extra effort ... same is true of the brakes - more pressure is going to be required if you lose engine power.
The power steering is a separate system to the engine. The power steering system consists of a pump, bolted to the engine. A steering box, bolted to the vehicals frame and two hoses carrying fluid back and forth between the two. There is no power steering hose "in" the engine.
Difficult to do unless you're going downhill. But the answer would be YES, it is illegal. Without the engine running none of the power assisted safety equipemnt on the vehicle would be operational (i.e.: power steering, power brakes, etc).
In the power steering box. It is on the left side of the engine under the engine cover. It has a steering wheel on it.
The hydraulic seals in your power steering will be eaten away by engine oil. Your power steering will start to leek and eventually, it will not work at all.
The 1989 BMW 750 power steering reservoir is located on the back side of the engine. The power steering reservoir will be between the engine and the firewall.
Power steering like all other accessories tax the 'power' of the engine; if there is a problem in the power steering causing excessive load on the engine it will loose power (more so in low horsepower engines).
You can find the 1995 Toyota Camry power steering pump on the front of the engine. The power steering pump will be on the left-hand side of the engine.
