Both. Beer is simply an alcoholic drink (most usually) made from barley, hops, water and fermented with yeast.

"Lager" is actually a verb from the German "to store" - this refers to a long maturation process which is carried out at low temperature. Most commonly "lager" means that it has been fermented at low temperatures (8-12C) with specific strains of yeast that will actively ferment at that temp, and then cold matured (though usually for an exceptionally short time compared to the traditional method).

The other type of beer (generally - it's not always clear cut) would be an ale which are generally fermented at higher temperatures (16-24C). Red Stripe is a lager beer, however.
