From the Store, there is a "Runes" tab. There are three tiers of runes. Tier 1-3, with 3 being the strongest rune. You buy them with IP, and use them in your Rune Book. Remember though; you have to be level 20 to even buy tier 3 runes.
It's a tier 5 platebody in RuneScape, with bonuses similiar to a Rune platebody. It is only available while Dungeoneering.

King of Hearts is under the Jewelry Store Job on the Associate Job Tier...took me forever to get it...
the king of hearts is a loot drop....and can be gotten by doing jobs on the associate level tier.
Client tier is actually a 3 tier hierarchical structure which includes cliet tier, application tier and data tier.
Tier 9 armor is sold in Dalaran. It is associated with the Crusader's Colisseum. It is assigned to get a player ready to fight the Lich King at the Icecrown Citadel.

Tier I and Tier II bonds are basically the same. Tier I bonds are a banks receipts and stocks. Tier II is limited to only 100 percent of the total amount of Tier I. The Tier II bonds can include other assets besides bank receipts and shares of stock, but cannot exceed Tier I totals.
A tier-1 ISP connets to all other tier-1 ISP's; a tier-2 ISP connects to only a few of the tier-1 ISPs. Also a tier-2 ISP is a customer of one or more tier-1.
