Chemical changes usually imply we can't get back what we started with.

When an ice cube melts, we get water. We can freeze the water to get back the ice cube indicating a physical change.

When we cook an egg, we can't get the raw egg back from the cooked one meaning its a chemical change.

Thus, when a nail rusts, it's impossible to get the nail back; chemical change.

Chemical. For example, a chemical property of iron is that it reacts with oxygen in the air to form iron oxide(rust).

Rusting is mostly chemical (iron oxidation), but as it progresses physical changes happen including swelling, flaking, fracturing, etc.
