A spray is likely a homogeneous mixture in the form of a liquid. However, if the particles were small enough to still be sprayed in a heterogeneous colloid, a spray could be in this form.

It could be either. Clear ones are probably homogeneous; milky/pearly ones are probably heterogeneous.

I would argue that they are homogeneous because it looks like one substance even though its many, no matter the colour.

Most colognes are homogeneous mixtures; if the cologne does not scatter light passing through it, it is considered homogeneous.
