The proper term would be "toxic" (noxious is normally applied to gases). And it is, but only as salts, or where metal ions are otherwise absorbed by living cells (e.g. used to kill bacteria in water). As a pure metal or alloy in contact with dead cells, as in jewelry, piercings, and tooth fillings, silver is not systemically poisonous to humans.
