the very question i was looking for the answer to! i hope someone more knowledgeable than i weighs in. so far i can say that:
in general online it is considered such. the question is how permeable. i was just speaking with a sophisticated materials distributor and we found that in their files dg has a percolation rate of approx 1/10th of an inch (of water) per hour. sand has a rate of approx 1-2" per hour. numerous municipalities accept dg as a permeable paving surface in their programs to promote such- so i guess we can say yes i just did a simple hose test on some materials and i would say that the dg is mildly permeable. i am going to do a better test tomorrow and will check back in
