You can only send a tested telex to a bank if you're another bank. Prior to two banks initiating this means of authentication of telex messages, they exchange "test keys." Tested telex is a relatively insecure means of communication, so few banks use it anymore. The preferred means of authentication nowadays is SWIFT, though some banks use digital signatures.
