I think it depends on where you are going; I know for a fact that because so many Sudanese students have to the U.K the university of Nottingham now recognizes the engineering degree issued from the university of Khartoum because of all the success that previous students have shown, In the united states, I believe that the university of California at Berkeley also recognizes it due to previous enrollment of Sudanese students from the university of Khartoum, other than that I'm not sure but there are many services or organizations that can evaluate the degree for you e.g (ECE.org) or (NACES.org) both are in the united states.
