Yes and no. Many terrorists have been killed. The US capability to attack terrorists has been increased vastly. The US is less vulnerable to many different types of attacks. Terrorists have been forced to think of different tactics to attack. Different countries have been forced to stop supporting terrorists in their own national interest. Osama bin Laden is dead.
However, the war has created a new generation of people who hate America, and has vastly diminished US' diplomatic standing in the world. The ability of the US to gather ground information from friendly informants has been compromised. Many countries have been playing both sides, stating an intent to do harm to terrorists, but basically taking military and financial aid from the Western world with no real intent to fight terrorism.
