It's due to the mountain building process where one plate subducts under another, uplifting the lighter, less dense plate. Before melting of the subducting crust occurs, there are actually two plates, one stacked above the other.

No the crust is thicker under mountains. Just like icebergs a mountain needs more material in its hidden part than its visible part in order to keep the visible part's height.

The crust is thinnest under the oceans.

On average continental crust is about 10 times as thick as oceanic crust. Under mountains the continental crust is thicker than this average.
