I'm not sure but I don't think the size of a bit will make a horse put his tongue over his bit. The bit may be to low. Make sure the bit is touching the corners of the horses mouth. A horse that puts his tongue over his bit is avoiding the riders control and it is considered bad behaviour. You can fit a tongue grid or a tongue port to the bit witch will prevent the horse from putting his tongue over the bit.
