The ozone layer protects the earth from harmful Ultra Violet (UV) rays, which have been known to cause ski cancer. Because of the whole world polluting the air, the chemicals in this pollution are eating up the ozone layer. This lets in these UV rays.

The flip side though is that green house gas is defined as any three atom gas. Ozone is just such a gas. The current belief as to why the Antarctic is still not warming and is still gaining ice is being blamed on the thinning of the ozone layer that occurs there at the end of every winter.

The ozone layer is contained within the stratosphere. The ozone layer is most concentrated at the bottom, and the stratosphere gets warmer with increasing altitude. So your answer is"no", I believe. What ozone does, is radiate in the far-infrared, which the non-greenhouse gases nitrogen and oxygen cannot do. So ozone can appear hot simply because it can couple heat from the more transparent gases.

The ozone layer is hotter than the atmosphere immediately above and below it. Sunlight contains energetic radiation, and UV-B and more energetic radiation is absorbed by the gases of the atmosphere, and very little of that energy gets past the lower stratosphere (aka. the ozone layer).

The ozone layer is almost as hot as the Thermosphere, as the ozone layer is the layer that absorbs all the heat. I would say maybe 1000 C, possibly less.

Ozone (O3+) absorbs ultraviolet light. Light is energy. So the ozone layer is hot because of the energy it absorbs.
