quite the contrary actually, astronomers are saying the universe is rapidly expanding, possibly leading up to a cataclysmic "big rip" millions of years from now. so no, the universe isn't expanding.
I sure do hope so, cause my measuring tape is way past it's limit already!!

Actually, the expansion of the universe seems to be accelerating. We're not sure if this is a real phenomenon, or if perhaps our measuring tools work more poorly at greater distances, or if both are happening. At intergalactic distances, our numbers aren't a whole lot better than guesses anyway.
Probably not, in fact some scientists believe that the universe has been expanding (getting bigger) since it's creation billions of years ago.
