You will need to look at your tax return for 2009. It would have been shown on your return as received or claimed as part of a refund. You can also look back on your bank statement as many people were automatically sent the payment if they were recipients of Social Security or VA benefits. The payment would have been sent to the bank account where your benefit check is sent to every month. If you received it automatically, it would have came in the fall of 2009 or first few months of 2010.
