If you refer to British Coins, yes, there were lots of them minted in 22 carat gold in 1991.

There were the usual Sovereign and Half-Sovereign coins, and Five Pound and Two Pound coins minted.

Up market there were 100 Pound, 50 Pound, 25 Pound and 10 Pound coins, some minted from fine gold and some alloyed with silver.

Queen Elizabeth II has appeared on the obverse of all British coins and many of the coins of the 50 plus Commonwealth nations since 1953.

There have been literally billions of coins minted with her image during this period. At the current age of 84, she seems set to appear on coins for a few years yet.

The Royal Mint has produced a silver Proof One Pound coin every year since 1983 when the One Pound coin was first issued.

The coins are not rare, they are produced specifically for the collector market and because of the silver content, they are worth significantly more than One Pound.

Proof coins are struck on specially prepared and polished dies and the flat surfaces of the coin will have a mirror like finish. The coins are sold in some sort of protective packaging to protect the finish of the coin.

No, all modern Queen Elizabeth II coins cannot be considered rare. There are some scarce issues like the Maundy sets, but none of the golden jubilee coins are particularly hard to find.
