Yes. This varies by whatever authority has jurisdiction over where you're carrying. It is legal in some states to carry a pistol before you're of legal age to actually buy or own one. Then there may be clauses under which one might find themselves exempted, e.g., as an 18 year-old Combat Medic stationed at Fort Drum in Upstate New York, I was assigned an M9 pistol. Being transported from the cantonment area to the field training area required us to travel on public roadways which were not the jurisdiction of the military.
