What your seeing is the cars radio antenna. Your defroster is on your back window.
First things first, make sure that the wires are connected at BOTH sides of the rear window for the defroster. There needs to be a path for the burrent to flow, so both need to be connected. If not, you can purcahse kits to re attach them, or if you are handy enough...solder it yourself. If they are connected, push the button that turn the defroster on...if you hear a click or a change in the sound of the engine (like its under load) then the defroster is working, but you have a connection problem between the device up front and the wires on the window. hope that helps
Those danged rear window defrosters are wonderful when they work. They are pretty fragile and if just one of the little wires in the glass becomes damaged, you're done. Try opening the trunk and if you have to, climb inside. There has to be an electrical connection in there which goes to the defroster grid. It might have come loose. Or, it might have dirty contacts. Shoot it with a little contact cleaner or WD-40 and try it again. If you can indeed get at that connection in the trunk, try turning on the defroster switch and check for voltage at the connectors with a voltmeter. If you have voltage there but the defroster still doesn't work, it points to a problem in the glass. If you have NO voltage there, it would point toward the cabin and the defroster switch or the wiring from the cabin to the trunk.

There can be several reasons a rear defroster fails even when the light on the defroster switch indicates it is on. The most likely reason is that one of the metal defroster tabs along the side of the back window has separated from the defroster. If the defroster tabs check out as still attached to the defroster then you need to do a little checking with a volt meter. The first thing to check is the voltage directly on the tabs themselves. This should be around 12-14 volts. If the voltage is zero then there is very likely a broken wire someplace between the defroster relay and the defroster. If you have 12-14 volts a the defroster tabs then there is something going on with the grid which is normally broken defroster elements, those long thin horizontal lines on the back window.
