Open the console, type prid 0009ccd8 and then moveto player to bring Shadowmere to your location. If this doesn't work, use player.placeatme 0009ccd7 to create a new Shadowmere at your location.
Best to have completed the Darkbrother hood quest line to the point where he is given to you. otherwise it is POSSIBLE to cause a bug later in the game that may or may not cause major problems (quests unable to finish type of things).
