The simple answer is yes, they are permanent unless subjected to surgical repair. They may become less pronounced over time, but the skin (dermis) has been torn and will not repair itself to its former appearance. There are also treatments that can make them less noticeable.
You can't get rid of stretch marks. You can only make them less noticeable by using a lotion or cream containing Cocoa Butter.

I use triaminiclone cream on my face for eczema. i also have acne. while it definitely helps with the redness and puffiniess because it is a steroid cream i wouldn't say it helps with acne. it isn't going to correct the problem or prevent further breakouts but it will make the marks less unsighly.
