Hi, The system you are describing is often refered to as a perimeter system of duct design. You are lucky to have it if you do. The vents pointing toward the windows is normally good because it attacks the main heat load at its main source before it gets into your room and blends with other air. It's a good system and usually takes more effort and thought plus expense by your installer.
Yes, you can turn them if you want and feel this is better for you.
