There is a verse in Proverbs that lists 4 things that are never satisfied -- fire, the barren womb, the ground that can´t get enough water, and ... something else. Don´t know about one that mentions someone that can´t talk enough. It does say plenty about those who talk too much.
The desire for food, sex and human interaction. Not necessarily in that order.
