No, the Vita's browser can't play flash-based games.
No they have a new system of proprietary flash memory cards, similar to SD cards, called 'PlayStation Vita Cards'. Unlike a UMD, the Vita can save to these cards, space is reserved for game saves, user settings and patches.
The Vita's browser currently does not have support for Flash and therefore doesn't support YouTube videos. There are currently no plans to add Flash support nor are there plans for a YouTube app.
