first time round your trying to get to the island you need to talk to chaz
your assistant will get excited and ask to go kite Surfing
any other time just ask chaz when there is an icon on the beach
check your neighbors, if he has an exclamation ( ! ) mark on his picture then he wants to challenge you to a competition where you need to surf more than 800m.
*note* you can only try once every 3 days. if you fail then you wont be able to challenge him again for 3 days but you can still practice, alone or against others
