No unless you have an action replay I think there might be a code to get Mew but I'm not sure what it is. But there is a way without cheating. But you must have Pokemon ranger to do so because you can catch mew on Pokemon rangers and transfer it to your Pokemon diamond but there isn't any other way I don't think. sorry!
