No. While polar bears do live throughout much of the Arctic, they, like any animal, need to be reasonably close to a food source and the North Pole is much, much too far from their food source (mostly seals) .

If penguins were to be found around the Arctic, they would probably be extinct by now, wiped out by polar bears.
Penguins live in many climates all over the globe, including at the equator. However, they have never been found at the North Pole but are abundant near the South Pole.
