No. While polar bears do live throughout much of the Arctic, they, like any animal, need to be reasonably close to a food source and the North Pole is much, much too far from their food source (mostly seals) .

Penguins live around Antarctica, except for the very wise ones who live on the Galapagos Islands.

If penguins were to be found around the Arctic, they would probably be extinct by now, wiped out by polar bears.
