Most vehicles have a fuse box under the dash and a fuse box/relay center under the hood or elsewhere in the vehicle. The Park Ave has a fuse box under the hood and under the rear seat. You could check there too.

If the van is not pre wired for trailer tow and brake control for this we run a 10 gauge wire from the main power terminal on the under hood fuse box through a 30 amp 12 breaker and then back along the frame to the plug. If it is pre wired for trailer tow it will require a fuse and relay to be installed in the fuse and relay boxes to work.
