There are two versions of Unity 3D. The indie version is completely free, but doesn't have some of the benefits of the Pro version. The indie doesn't include the shadows and some of the lighting effects of the pro version. The indie version is free. The Pro version is $1500 USD.
If you want to make games for fun or if you don't work on any really big projects, the free version is amazing!
Blender would be the best modeling program for Unity, because its free and quite powerful. Others are Autodesk Gameware and Cinema 4D.

WolfQuest was made using Unity 3D Pro. There is a free version of Unity 3D with basic scripts provided, though it lacks many of the Pro features used in WolfQuest. Models were, to my knowledge, designed and animated in Maya (a premium 3D modeling program) and imported to the game engine. I know you can import 3D models into Unity easily, as I've seen it done commonly with programs like Blender or 3DS MAX as prime examples. If you know how to make a 3D model, rig it and animate it, you should be fine. There are free 3D models scattered around the worldwide web - it's just a matter of finding them, though there are also premium models out there of better quality. As long as you know how to script in Unity 3D, you should be able to make your own game.

There are many different options for you, like Unity 3D, Ogre SDK, and 3DS Max. Unity 3D can make application games as well as web-browser games. Ogre SDK requires knowledge of the C++ programming language, so it is a bit more complicated. However, this setback is well worth it.
