Not technically. Vanderbilt is a member of the Southeastern Conference, but it consistently ranks among the Ivy League schools with regard to academics, as it is 18th in the U.S. News rankings for 2008. Vanderbilt is known as one of the most prestigious schools in the South and for this reason is sometimes referred to as the Harvard of the South.
In addition to Duke, Emory, Rice, etc., Vanderbilt is often referred to as a "Southern Ivy". These are all among the top 20 schools in the United States.

No, UCLA is not an Ivy League school.
No, Duke is not an ivy league school. The Ivy League is an athletic conference. Duke is in the Atlantic Coast Conference.
