If you have water and you've never used it as a resource before then yes it is a alternative resource. eg. if your thinking of building a hydro-electric dam then water is an alternative energy resource to what ever you were using before.

Yes, hydro energy is a safe and inexpensive way to make energy. I wish it was utilized more because of the enviromental issues we are faced with today. Energy can never be taken back, it just takes different forms and continues on and on whether good energy(hydro, solar, wind) or bad energy(nucluer, oil, and so on).

However, local water supplies, fresh water, aquifers, and drinkable water supplies are not always renewable. They can be contaminated, or lost through climate changes and geological events, or simply used up faster than they can be replenished. There is a huge supply of fresh water frozen in the Antarctic ice cap, but it took millions of years to build up and might be exhausted or eventually melt away.
