As modern operating systems are such large pieces of software, it's very difficult to say one is "better" than another. However, Windows 8 has a number of advantages; it consumes less resources - and so PCs run faster, it boots much more quickly, Explorer, File copying and task management have been greatly improved, the introduction of the "modern" Windows user interface has greatly improved support for touch screen devices.
On the other hand, shutting down Windows 8 is slightly more awkward - the shutdown button is more deeply "hidden" - and, if users were used to using the "Start" menu, that's quite different as it's been replaced by the Windows Start screen.
A lot of people dislike Windows 8, and are trying to avoid it, often by using Windows 7 instead. In fact, Windows 8.0 was such a flop that Microsoft had to create 8.1, in which they fixed some bugs, and put back the start menu. 8.1 was met with better success, but people still don't like the "tablet" style system, or the greater internet dependence as much. For this reason, Windows 10 is said to be more the "desktop" style again, like Windows 7 was. Perhaps it is better in some ways, but in general, I think it is not.
