Most planets rotate in very nearly the same plane as their orbit. (For example the Earth's rotation is off by 23 degrees from its orbital axis). The axis of the planet Uranus, however, is off by 98 degrees from its orbit. Thus as viewed from the perspective of "orbital plane up", it could be said to be rotating "on its side".
(Some sources say equivalently that Uranus is tilted 82 degrees, and is rotating backwards.)
