In 1854 The Kansas-Nebraska Act was passed and created the territories of Kansas and Nebraska. It also opened up new lands, allowed the Missouri Compromise of 1820 to be repealed, and allowed people who were settled in those areas to determine if they would allow slavery within their boundaries. Also, it was intended to open the opportunity for a Mideastern Transcontinental Railroad.
The passage of the Kansas - Nebraska Act effectively made the last Missouri Compromise a mute one. It is said to have broken up the Whig Party into the new Republican Party and the Know Nothing party.
The compromise of 1850 revisits the long time argument concerning which states should be free and which states should be able to have slaves. Prior to that (and the Kansas Nebraska Act) the Missouri Compromise of 1820 had established a sort of line to divide all the slave states from the free. The Kansas Nebraska act had undone all the effort put into the Missouri Compromise and it allowed for attention so shift back to the issue of slavery. The Missouri Compromise had basically delayed that issue and the Kansas Nebraska Act and The Compromise of 1850 touched up on an increasingly sensitive topic which fuels the first sparks which lead to the Civil War.
Douglas was Senator for Illinois. He was largely responsible for the Compromise of 1850,which seemed to settle problems about slavery at the time. However,in 1854 he championed and forced through the Kansas-Nebraska Act,which opened up conflict about Free and Slave states again. So,he could be said to have first staved off,and then hastened, the American Civil War.

the Nebraska territory would open up and be divided into 2 states: nebraska and Kansas. originally, nebraska would have been the free state and kansas the slave state BUT nebraska and kansas would be decided by popular sovereignty
This Act set up Kansas and Nebraska as states. Each state would use popular sovereignty to decide what to do about slavery. People who were proslavery and antislavery moved to Kansas, but some antislavery settlers were against the Act. This began guerrilla warfare.
The act was designed by Democratic Sen. Stephen A. Douglas of Illinois.
