Legally, anyone under 16 has to be accompanied by a parent or guardian. There's no legal restriction against someone 16 or over being in a bar (it doesn't matter where you "sit," the law addresses entering an establishment that has an on-premise liquor license), however bars can have their own policies which include higher age limits. It's not legal to be in a bar if they tell if they tell you to leave.

The applicable section is 260.21 of New York Penal Law.

You can enter most bars at any age but cannot purchase or consume alcohol unless you are over the age of 21. Some states however, require you to be over age 21 just to enter. Also, sometimes if it is only a bar which does not serve food or non-Alcoholic Beverages you may be required to be over age 21 to enter.
