It should be under the rear passenger door. It will be a big round cylinder with one fuel line going in from the rear of the car and one going out to the front of the car.

Engine starving for fuel is a symptom. Best thing to do is replace it according to the maintenance schedule in your owners manual. They are not fixable only replaceable.

The fuel filter is located in front of the rear passenger tire beside the gas tank. Becarefull with taking it off. The filter it self is about 4" round and 5" long.
im going to take a shot in the dark here a say its in the gas tank if its fuel injected.
The fuel filter is located just in front of the passenger side tire and is easily accessible. It is a large silver canister about 3 inches in diameter.
On a 1997 Lincoln town car, the fuel filter is on the frame under the left rear door. you will need a slot screw driver. remove the two retaining clips from the fuel lines, then unscrew the canister from the metal frame holding the filter. install in Reverse order.
