If you're talking about meterology and the weather, the instrument that measures the wind is called an Anemometer. However, in terms of musical instruments, they are plainly refered to as the Wind Instruments, but can be further divided into two groups, the Brass Instruments and the Woodwind Instruments.
A wind instrument is a musical instrument that contains some type of resonator in which a column of air is set into vibration by the player blowing into a mouthpiece. Examples weather instruments include the thermometer which measures temperature and the rain gauge which measures the amount of rain. There are also snow gauges which measure the amount of snow during a given time. The anemometer will give you the speed of the wind and a wind vane will tell you from which direction that wind is coming from.
