It is located on the left (drivers side) head. The units is made of aluminum and most likely will twist-off leaving the threaded base in the head. This will require extraction.
The units I have seen for sale on-line list the location as in the intake manifold, this is not true; at first glance; it may appear to be the location, but rest assured, you will find it mounted in the head.

Not knowing what year, make and model you have, I would suspect the heater fan switch and or electrical plug to the switch is at fault.
you first have to have a block heater (frost plug heater) instaled on your car... they dont come that way from the factory
The heater blower switch and the electrical plug attached to it may be at fault. Remove the heater control unit from the dash and inspect the plastic electrical plug attached to the blower switch, you may see it has melted. The switch and plug is available from your local auto parts store.

You don't. It uses an intake grid heater. You don't have glow plugs.
