Coins have 2 measures of grading.

There are broad letter grades, such as VG for Very Good, XF for Extremely Fine, etc. Within those grades there are finer numeric distinctions that take very specific attributes into consideration to determine how close a coin is to the average amount of wear for its category. Assigning these numeric grades is difficult for the average collector and is normally done by graders with specialized training.

To address MS-63 specifically, "MS" means Mint State and refers to a coin that's never been in circulation and is in the same condition it was when it was first struck. Within MS there are numeric grades ranging from 60 to 70. An MS-60 coin is the lowest grade of Mint State. It's still in superb condition but may have bag marks or other damage sustained during the minting process. An MS-70 coin is as perfect as possible; hardly any coins are ever graded at that stratospheric level. In fact, not many coins are even graded as worthy of a 65 or 66. Thus 63 means the coin is in near-pristine condition, with only very slight imperfections.

The cause of the "Odd looking date" may be from a filled or collapsed obverse die or when the date was punched in the die it was off-angle. Either way the coin may have added value because of this.
