Actually Pokemon Omega Ruby and Alpha Sapphire is not out yet, but I strongly believe Bulbasaur will evolve at level as usual I doubt it would change dramatically.

No Groudon will not be able to mega evolve in Pokémon Omega Ruby or Pokémon Alpha Sapphire however Groudon itself is capable of doing a primal reversion which will revert it into Primal Groudon but it needs to be holding the Red Orb item in order to become Primal Groudon and while the primal reversion is similar to the process of Mega Evolution the process of Primal Reversion is automatically triggered and does not count towards the limit of only one Mega Evolution per battle.
