In the first part it says (stanza 2, line 8) that "and the silent isle embowers (which means surrounds) // the Lady of Shalott"

Also, in stanza 3 it says "but who hath seen her wave her hand? // or at the casement (balcony) see her stand?" this gives a feeling that no one can see her because she is trapped

Moreover in part 2 stanza 1 it explains why she is trapped: she has a curse put upon her so that she can not look out to Camelot, the city across the river, and later in the poem it says that she eventually dies after looking at Camelot. this gives the reason why she is trapped in the isle of Shalott, simply because she can not look out to Camelot, let alone go to it.
