It's not muscle loss that's making him unable to walk (probably), it's oxidation damage to the nerves, known as diabetic neuropathy. It's caused directly by long-term high blood sugar.
It's treated by
a) reducing blood sugar, for as many hours of each day as possible, below about 180 (that's 10.0 outside the US). This will arrest the ongoing damage.
b) supplementing the diet with oral Methylcobalamin tablets, (methyl b12), available from most vitamin shops. Regular B12 will have no effect --- this is the form of B12 that can directly pass to the brain and nerves. Plenty of anecdotal evidence shows that 3-5 micrograms a day of methylcobalamin helps quickly repair nerve damage from neuropathy, so long as the blood isn't still heavily hyperglycemic, and even somewhat if it is.
