My horn in my 1999 Mazda Miata keeps blowing and then stopping for a few seconds then blowing again constantly with nobody in it how do I stop it after pulling the battery terminals?

Check the horn switch (on the steering wheel). It's a mechanical switch so it might be closing the loop randomly. That's the first place I'd check since it's the most likely to be faulty.
Otherwise use a multimeter and trace the line. you can find the diagram online just in case.
