There are various sims around the town who can help you, one of them is on the dock on the beach at Bayside, the other is at one of the exits of Bayside, there is one more, but I'm sorry to say that I can't remember where this one is, I'm sure that if you just hunt around town, you'll find them!
Hint: The people who will give you the information about the panda are not those of importance(the ones on your contact list)
