Open the door and look in the door where the hinges hold it onto the body, You will see a black plastic or rubber like hose coming from the body to the door. Pull it loose from either end and you will see electric wires going through it.
Look at the wires and you will probley find a broken wire. If so then fix it.
If you don't find it there then ask your question again.
I am asking again. There do not seem to be any broken wires.

In a 2004 Ford Explorer : There is a fuse panel under the dash on the DRIVERS side and the Power Distribution Box ( which is " live " ) located in the engine compartment near the brake fluid reservoir There isn't a fuse panel on the passenger side
Open the Driver's door and look at the side of the dash. Remove the side panel panel.
On a 2004 Ford Explorer Sport Trac : ( open the drivers door , and in the drivers end of the dash you will see the removable plastic fuse panel cover )
