Groudon:
Talk to the weather man in the weather institute. He will say that there is a drought somewhere on a random route. Go to that route, and you will see a cave entrance that was not there before. Enter, fight, and catch Groudon (try not to kill him, just get his health low)!
Kyogre:
Do the same thing but Kyogre is in a different route, according to the weather guy. It will rain if you are close. You will need dive and surf. You will see an area that usually does not have a dark spot. Kyogre will be there. Enter, fight, and catch it. If you use a move that will put it to sleep or paralyze it, it will be easier to catch it. Try not to use super powerful moves that will make it faint. Don't forget to save before you battle because if it faints you won't get to try again. It'll disappear. So if you saved before, just shut off your game, turn it back on, and try again. The best ball is the timer ball.But make sure to have strong Pokemon and to make turns go by fast for the timer ball to work. You get the timer ball at rustboro city
first, get Rayquaza and beat the elite four than go to the weather instatute (you will find it on the way to Lillycove city) and a guy will tell you the underwater cave is in rout 105 or 115. :) hope i helped

After you beat the whole game go to the weather intructor and talk to the guy upstairs he will say at the 128 or 129 Massive rainfalls were happening and go and find a diving spot which wasnt there before or and the place where you get the black glasses it will have a cave to groudon

you cant get kyogre or groudon in leafgreen onless you trade them from Pokemon emerald or the other versions.
You can get a Kyogre on Pokemon Emerald in the Marine Cave.

I don't know. But, In Pokemon Ruby... I think there's only groudon... Not kyogre. So no way to get kyogre in Ruby. But, I think If legendary pokemon can be trade. You should trade from your save on Pokemon Sapphire or Pokemon Emerald. Hope this help... ~AquaBlitz11

You can't get Kyogre in Pokemon Ruby but you can get Kyogre in Pokemon emerald and sapphire and in ruby you only get groudon and rayquaza. In sapphire you get Kyogre and rayquaza and in emerald you can get groudon, Kyogre, and Rayquaza.
